What I think of the idea behind WebmedCentral and WebmedCentral plus:

I fully support the idea behind WebMedCentral. Open-access online resources have greater contribution towards disseminating scientific knowledge. This is of a great value especially for the developing regions where access to scientific knowledge may be limited due to varia reasons.
